The Mendicant’s Staff is a poor-performing catalyst, only consistently possessing superior Spell Buff compared to the Witchtree Branch and Sage’s Crystal Staff even in this situation, the Sage’s Crystal Staff can easily surpass it via the use of its skill. The most farmable Man-Serpent Summoner is at the Great Belfry bonfire. Rusted Coins and full Item Discovery gear are recommended if trying to obtain this Staff, as it is very rare. The staff must be held for the souls to count, this is proven by silver serpent icon in the status bar.
